Nigeria: State and City police

The former President of Nigeria  Olusegun Obasanjo fondly called ” Baba Iyabo” made an attempt to ask the nation if we needed a federal police system at the same time former Governor of Lagos state Asiwaju of Yoruba land Tinubu was advocating for a state police,  to solve the crime problems in the country about 10 years ago, the issue became so popular that it generated lots of opinions among Nigerians in and out of the country and in my contribution which was titled ” Towards internal Security” which was published online through www.gamji.com. I was advocating for city and county police system similar to what is operated in the United States of America.  

The article revealed Nigeria police as presently constituted was not only underpaid but under equipped for crime jobs in the 21st Century. A police recruit in the state of Texas gross pay is over ,000  per annum in addition to this pay, if the recruit can speak other languages he earns more than his colleagues, his life insurance is over 0,000 if he dies in the line of his duty, the incentives attached to the job of Police in the state of Texas is so mouth watering that it will be difficult to accept bribe as a police officer and a mere look of a police officer in Dallas County is enough to convince any observer that the officer is not only well paid but also well equipped for the job.

Texas and State of New York became the first two states to introduced decentralization of police system in America and those that were reluctant had to wait until they believe in it like the doubting Thomoses,  State Oregan did not start until 100 years of this new innovation, the beauty of it was the system never prevented  any state from going ahead with state and city police. 

The internal security of Nigeria is so broken down that kidnapping and killing is more of an acceptable fashion like we used to read in James Hardly Chase novels with some notable titles like  ” Wants to stay alive? “  Believed violent ‘and Well now my Pretty” which were very popular with my generation in the seventies. Kidnapping as handled by police in those novels revealed how United States of America handled issues of serious nature and how crimes were departmentalized as federal, state and city issues, it revealed how the country was able to move beyond sentiment of federal to allowing state and city to handle crimes.

 With the above understand, in mind, and actual real situation on the ground, research revealed more than what James Hardly Chase mentioned, it revealed US police system was just as corrupt and under equipped like Nigeria before each state was allowed to have its own police and with only a supervisory role from the FBI. The last administration made a cosmetic approach toward this by establishing the EFCC but failed to remove the federal police system which would have given the supervisory role to EFCC over the state and city police through out the country.

 The questions in the mind of the readers will be as follows, what will happen to the states and cities that can not afford to set up the police administration right now? Suppose the governors turn the new police system to political control machine? Suppose non indigenes are victimized with state and city police? These are understandable fears of those who will rather look at negative effect than looking at how such problem was handled by nations that had similar problems.

Our nature and composition, does not allow us to effectively operate a single federal Police system in a nation with various ethnic compositions, to alley the fear as mentioned above, the laws to give power to state and city to establish police must make it difficult for governors, local government chairmen and city mayors in future to exercise undue influence on the system. The law will allow those states and cities which will  rather have the Federal police to stick with the present system while those states and cities in Lagos, Oyo, Anambra, kano to test the market for the state and city police.

 The transition to state and city police can not happen overnight for all states  because some will rather stick with what they are used to,  it took the state of Oregon in America 100 years to adopt state police behind the state of Texas. Recruitment must reflect the state composition and federal character before funds can be released by the Federal government, and each state or City police must be subjected to EFCC supervision and when a complex which case can not be solved by the state or the city police the EFCC will move in to reorganize the police system of the state or city for a reasonable period that will be stated by the law.

The Present Mobile Police must be under the EFCC to take over any state or city police in case of emergency and the rest of the police force will be re-deployed to operate solely at state level and city that will require their services if they can not be totally employed by the states or cities they can be laid off and such men in uniform can work as security men for companies or private sectors.

The Yoruba has an adage “Opo kan ni eyin afaa, Iba je eyo kan ko sa le fi mu musa” meaning “The chief Imam does not need to have lots of functional teeth even if it is one as long as the Imam can pick donut with it” It is very funny, but it is true with the police system we have right now, it is not the numbers of men in uniform but a functional police system which can only be achieved by creating state and city police.

The current Federal police system is making a mockery of security in Nigeria, kidnapping today is more of lucrative business than 419 or internet advanced fee fraud, kings, wives and concubines, children and movies stars are being kidnapped on daily basis and the ransom are being announced by the press  like lottery winning games.

 Finally, unlike what all the doubting “Thomases” will want us to believe on the shortcomings of State and City Police, establishing it, is where the solution to internal security of Nigeria lies, it will not only solve the problem it will put tribal “things” called OPC, Egbesu and area boys out of business, Governors and future Mayors of each city performances will be measured before re-election, State and City police will help to enforce all the local laws passed by the State House of Assembly and those of the local government, to ignore this, is to postpone the evil day, Nigeria Bless Your Hearts

Peugeot 207 S2000

After announcing its retreat from the WRC, Peugeot turned and swiftly concentrated on crafting a decent career in the new S-WRC category by tuning the Peugeot 207 S2000 as a main project to creating one of the most efficient and effective S2000 cars. Note that Peugeot S2000 rally cars were able to claim the 2007 IRC and 2008 IRC titles as well as the 2008 ERC title.

Toyota Corolla S2000

Toyota is mainly the oldest among the S2000 rally cars; the car was 1st introduced during the South Africa rallies before reaching the European Rally championship along RED Motorsports but with no successful results to mention. As of the end of 2007, Grifone Racing took the task of re-engineering and re- tuning S2000 Toyotas hoping that the Toyota Corolla S2000 will become as efficient as its contenders in the same S-WRC category starting 2011 S-WRC.

Toyota Auris S2000

Auris S2000 is the Australian version of the South African Toyota S2000 rally cars. The Toyota S2000 specs are almost the same in both cars knowing that the Toyota Auris is currently running and racing in the Australian and African continents, mainly in South Africa.

VW Polo S2000

The S2000 cars of VW demonstrated a major success while tackling the South Africa rallies before being inducted into the Europe Rally championship by René the Georges at the end of the 2006 rally season; despite making a late arrival into Europe rallies, the VW S2000 achieved high ranking spots into the Rallies standings such as a 2nd position in the 2007 Spanish Rally championship, hosted on tarmac roads.

MG S2000

After being purchased by the Chinese Giant manufacturer, Nanjing Motors, MG decided to tackle its cars marketing strategy through taking part in the motorsport and racing rallies, under the S2000 category. The MG S2000 cars experienced the majority of their endurance, power and stability in UK; note that the MG 2008 S2000 IRC season ran too close to coming true but the Anglo-Chinese manufacturer was unable to take part of the IRC, mainly the 1st competitor of the WRC.

Skoda Fabia S2000

The Skoda Fabia S2000 cars are the last S2000 cars to announce their participation in rallies and racing events; Skoda Fabia tackled their 1st rallies under the S2000 category during the 2008 motorsport season, immediately consequent to the FIA Homologation of S2000 cars, which will be named as S-WRC in 2010 and 2011.

Ford Fiesta S2000 MK6

The Ford Fiesta S2000 cars, crafted by the M-Sport S2000 tuning experts and by Ford’s primary rally team, the Fiesta S2000 is expected to be the main S-WRC car for Ford World Rally team in the WRC. The Ford Fiesta is currently tackling several international rally championships all around the world not to mention the prime racing potential in the IRC and in the S2000 World Cup. The Ford S2000 was homologated consequent to the FIA new rules that were put into action in January 2010.

Ford Fiesta S2000 MK5

Ford Fiesta S2000 cars were expected to be one of the best rally cars ever during the upcoming motorsport seasons; with WRC Calendar 2010 and 2011 WRC Calendar were set to introduce the new S-WRC cars (s2000 cars), Ford had already started to test its Fiesta S2000 tuning and toning since 2007. Based on 2 Fiesta S1600 chassis, the Ford Fiesta S.2000 MK5 was built to be conform with the new FIA Rules to tackle the S-WRC 2011 as well as previous WRC seasons such as WRC 2009 and WRC 2010 under the S2000 category. Consequent to a series of bad results, the Fiesta S2000 MK5 project was halted.

Proton Satria Neo S2000

Proton is a well known brand all along Asia and UK. Some years ago collected good results at PWRC with his cars and now wants to promote them again in rallying. Developed at England, the Satria Neo has got an agressive design and his main driver on 2009 will be Alistair Mcrae, probably on the APRC

Opel Corsa OPC S2000

The Opel Corsa S2000 cars are ones of the various rally cars built on MSD installations within the United Kingdom. Opel Corsa S2000 were homologated by the FIA on the 1st of October 2008 which made it an official racing car that was able to tackle the and compete in the 2009 IRC Championship.

The Basics of Natural Hair Loss Cures

Saw Palmetto (Serenoa repens)  – It is a palm-like plant of the North American origin. Extracts from saw palmetto berries contain fatty acids and sterols. The latter block 5-Alpha-Reductase and reduce DHT uptake by hair follicles. They also reduce the block binding of DHT to androgen receptors. The liposterolic extract of saw palmetto combined with beta-sitosterol (a phytosterol common to many plants and grains) has produced notable improvements in anti-androgen activity in several research studies.

Boarage oil – Boarage oil is one of the proven hair loss treatments. It contains omega-3 fatty acids. Its presence in a diet may help to prevent hair loss. In fact, it may even help promote hair re-growth.

Boarage seeds also contain gamma linoleic acid (GLA), an omega-6 fatty acid. The latter – a good fat – may help prevent male pattern baldness.

Stinging nettle (Urtica diocia) – It has been used as a hair tonic for centuries. It supposedly stimulates new hair growth and revives hair color.

DHT is the hormone responsible for male pattern baldness and a nettle root extract reportedly prevents testosterone from being converted to DHT.

Green tea extract – Green tea extracts also hamper the conversion of testosterone to DHT. The catechin concentration in green tea is higher than that in black tea. Unlike black tea, green tea is not allowed to dry and ferment. That helps to retain catechin integrity.

Grape seeds – Grape seeds contain OPCs (oligomeric proanthocyanidins). They stimulate epithelial cell growth and check the growth-inhibiting effect of the molecule TGF-beta2 produced by androgen affected hair follicles.

Apple skin – It is another effective natural hair loss treatment agent. Studies have established procyanidin therapy as a potential treatment for male pattern baldness. Apple procyanidins reportedly have high level hair-growth promoting capacity.

The skin of green apples is the richest known source of procyanidin.

Black cohosh – It has the ability to regulate estrogen hormone levels. Therefore it is potentially helpful in hair loss prevention and restoration. It is a regular component of natural hair loss restoration formulas.

Licorice – This native European herb is famous as an excellent expectorant and is an effective hair loss treatment agent as well. As black cohosh, it can also regulate estrogen hormone level.

Ayurvedic antistress tea – Consumption of a mixed drink of Nardostachys Jatamamsi and Bacopa Monnieri each day may prevent hair loss. Beside that, it also helps in relieving stress.

He Shou Wu (Polygonum multiflorum) – This Chinese herb is a common component of various natural hair loss treatment agents.

Pygeum (Pygeum africanum) – It has two usability. One is treating male pattern baldness and the other is treating prostate related problems.
